It's Rails 4.2, and the final version is ready just in time for Christmas. It's full of great toys, useful gizmos, and polished edges, courtesy of a fantastic community of merry elves who've been coding away with jolly glee for months. This is probably also the most well-tested new major release of Rails in a long time.
